Preheat oven to 350 F. Spray a 9 x 13 casserole dish with nonstick cooking spray.
In a large mixing bowl, add ground beef, bread crumbs, egg, water, half of the onion, half of the bell pepper (if used), half of the salt, and half of the black pepper. Using your hands, mix everything together until it is well blended.
Form the meat mixture into balls and arrange in a single layer in the casserole dish, making sure they are not touching.
In a small bowl, combine remaining onion, bell pepper (if used), salt, black pepper, garlic, tomato puree, Coca-Cola, and Worcestershire sauce, and stir until well blended.
Pour mixture evenly over the meatballs.
Bake 55-60 minutes (turning twice during cooking) or until meatballs are fully cooked and sauce is bubbly.
