Preheat oven to 350 F. Spray a 9 x 13 casserole dish with nonstick cooking spray.

In a medium bowl, whisk together 2/3 can of the French Onion soup, all of the cream of mushroom soup, the onion soup mix, and the flour, stirring until mixture is smooth. Add mustard powder, onion powder, garlic powder, ketchup, and Worcestershire sauce, and mix thoroughly.

In a large skillet over medium-high heat, cook ground beef until browned, breaking up the meat as it cooks. Drain off excess grease. Add remaining 1/3 can of French Onion soup and cook until soup is heated.

Pour meat mixture into the casserole dish and spread evenly across the bottom. Spread soup mixture on top of the meat. Layer green beans on top of the soup mixture, then evenly spread the mashed potatoes on top.

Bake uncovered 20-25 minutes or until bubbly.
